PS:英語是一門介詞的語言，tight up是固定搭配擰緊的意思，AS是連詞，用法例如 AS is known

應(yīng)該是頂住了，彈平墊無法壓緊，無法提供預(yù)定的預(yù)緊力。

螺絲，螺釘中釘,擰這個動詞通常用nail 且經(jīng)常以nail down組詞
所以樓主可以這樣翻譯 The bolt can't be fully nailed down.
